Learner's permit to full license
What do I need for my learner's permit?
Bring your birth certificate or passport, Social Security card, proof of residency (utility bill or school record), and a parent or guardian. The written knowledge test takes about 30 minutes and costs $10.
How long must I hold a learner's permit before the road test?
You must hold your learner's permit for at least 6 months and complete 50 hours of supervised driving (10 hours must be at night). Your supervising driver must be 21 or older with a valid license.
What's the road test like and how do I schedule it?
The road test is approximately 20 minutes. You'll be evaluated on basic maneuvers, parking, and road awareness. Schedule through this page — Eastfield and Westpark both have road test availability. Bring your own vehicle with valid registration and insurance.
Can I skip the road test if I took a driver's ed course?
Yes. Completing a state-approved driver's education course waives the road test requirement for applicants under 18. Bring your completion certificate to any Counter DMV office.

Update your records after a move
How soon must I update my address after moving?
State law requires you to update your address within 30 days of moving. Your license and registration must both reflect your current address. Failure to update can result in a $50 fine.
What documents do I need for an address change?
Two proofs of new address (utility bill, bank statement, lease agreement, or government mail) dated within 60 days. If your name has also changed, bring your marriage certificate or court order.
Can I update my address online?
Address changes for license and registration can be initiated online if your current license is not expired and you've lived at your previous address for at least 1 year. In-person visits take about 8 minutes.
Does my vehicle registration update automatically?
No. Your driver's license and vehicle registration are separate records. You must update both. If you have multiple vehicles, each registration must be updated individually.

Title, registration, and plates
What documents do I need to title and register a used car?
The signed title from the seller, bill of sale, odometer disclosure (if the car is under 10 years old), proof of insurance, your driver's license, and payment for title transfer ($25) and registration fees (varies by vehicle weight and county).
How long do I have to register after purchasing?
You have 30 days from the purchase date to title and register the vehicle. During this window, the signed title serves as temporary proof of ownership. Driving with expired or missing registration is a citable offense.
Do I need an inspection before registering?
Yes. Vehicles must pass a safety inspection within 90 days before registration. Bring your inspection certificate. Emissions testing is also required for vehicles in the metro area manufactured after 1996.
What if there's a lien on the vehicle?
If the vehicle has a lien (auto loan), the lienholder is listed on the title. You'll need a lien release letter from the lender if the loan is paid off. If the loan is active, the lender typically holds the title until the loan is satisfied.

How do I transfer a vehicle title after a spouse or parent passes away?
You'll need the original title, a certified copy of the death certificate, and documentation of your legal authority (will, letters testamentary, or affidavit of heirship for estates under $75,000). Our staff are trained to guide you through this process with care. Average time: 30 minutes.
Is there a simplified process for small estates?
Yes. If the estate's total value is under $75,000 and there is no formal probate, you can use an Affidavit of Heirship to transfer a vehicle title without a court order. This form is available at the counter — no appointment necessary.
What if the deceased had outstanding registration fees?
Outstanding fees must be paid before the title can be transferred. Penalties are waived for transfers made within 60 days of the date of death. Bring the death certificate as documentation.
Can I cancel the registration of a vehicle I'm not keeping?
Yes. Bring the title and death certificate. If the vehicle is being sold, the new owner handles re-registration. If the vehicle is being donated or junked, we can process a title cancellation and refund any remaining registration fees on a prorated basis.
